Relative to
commending Mr. Alexander P. Sian for his
outstanding contributions to the people of Guam,
particularly in the area of Internet and Web site
promotion of Guam, and bidding him a fond farewell
as he departs for his new job in Texas.

RESOLVED BY THE COMMITTEE ON RULES, GOVERNMENT
REFORM AND FEDERAL AFFAIRS OF I MINA'BENTE
KUATTRO NA LIHESLATURAN GUAHAN:
WHEREAS,
Mr. Alexander P. Sian, Webmaster of the VirtualGuam
web site, will leave Guam for Dallas, Texas in
October 1998; and
WHEREAS,
Mr. Sian developed the VirtualGuam web site in an
effort to educate people about Guam by providing
quality information about the island after viewing
misinformation about Guam on the World Wide Web;
and
WHEREAS,
the VirtualGuam web site has provided accurate
information about Guam since 1996 and has been a
"link" for those seeking information about Guam via
the CNN web site; and
WHEREAS,
the VirtualGuam web site held an on-line "typhoon
party" during Super Typhoon Paka, keeping those on
the Internet abreast about the progress of the
storm; posted images on the web site, which were
accessed by the Federal Emergency Management Agency
to determine the extent of damage on Guam; and
received over one hundred thousand hits a day in
the week following Super Typhoon Paka; and
WHEREAS,
Mr. Sian also created the Kuentos Guahan
chat room, which became the most popular chat room
about Guam, connecting thousands of friends and
family of Guam via the Internet; and
WHEREAS,
Mr. Sian has worked as the Web Development Team
Manger at Kuentos Communications, Incorporated,
since July 1997 and has been instrumental in
producing many Guam Internet "firsts" including the
First and Only Live coverage of the Liberation Day
Parade, video broadcast of the Governor's State of
Our Island Address, video broadcast of the Great
Debates series, and Real Video Newscast of KUAM
Island News; and
WHEREAS,
Mr. Sian has developed other web sites including
KUAM.com, BisitaGuam.com and has hosted the web
sites for George Washington High School, John F.
Kennedy High School and Harvest Christian Academy;
and
WHEREAS,
Mr. Sian is an independent Macintosh-Only
Consultant and has provided service to thousands of
Macintosh users in the areas of maintenance,
troubleshooting, hardware and peripheral upgrades,
and local area network management; and
WHEREAS,
Mr. Sian has been a 4D Database programmer since
1990, whose applications have assisted those in the
real estate business, tourist-related operations,
warehousing and distribution; and other additional
business needs; and
WHEREAS,
Mr. Sian, a graduate of John F. Kennedy High
School, who attended the University of Hawaii, is
married to the former Frances Cruz Lim, and
together they are blessed with a son, Alexander
"P.T." Sian; now therefore, be it
RESOLVED,
that the Speaker and the Chairman of the Committee
on Rules, Government Reform and Federal Affairs of
I Mina'Bente Kuattro Na Liheslaturan Guahan
do hereby, on behalf of the people of Guam, commend
Mr. Alexander P. Sian for his outstanding
contributions to the development of Internet
services within Guam; most especially for
developing and maintaining VirtualGuam, which has
provided valuable information to those throughout
the world about Guam and which has been a lifeline
to those friends and family of Guam who have kept
abreast of island happenings via the web site and
the Kuentos Guahan chat room; and be it
further
RESOLVED,
that the Speaker and the Chairman of the Committee
on Rules, Government Reform and Federal Affairs of
I Mina'Bente Kuattro Na Liheslaturan Guahan
do hereby, on behalf of the people of Guam, bid Mr.
Sian and his family a fond farewell as they travel
to Dallas, Texas and extend to them our best wishes
in their future endeavors; and be it further
RESOLVED,
that the Speaker and the Chairman of the Committee
on Rules, Government Reform and Federal Affairs
certify to, and the Legislative Secretary attests,
the adoption hereof and that copies of the same be
thereafter transmitted to Mr. Alexander P. Sian; to
his wife Mrs. Frances Cruz Lim Sian; and to the
